1947년, 독도를 둘러싸고 어떤 일이 벌어졌나?
독도 연구의 결정판, 『독도 1947』의 영문판, Dokdo 1947 출간

2010년 돌베개에서 출간되어 2011년 문화체육관광부 우수학술도서로 선정되고 제36회 월봉저작상을 수상한 이화여자대학교 정병준 교수의 『독도 1947: 전후 독도문제와 한？미？일 관계』 영문판이 한국어판이 나온 지 약 12년 만에야 출간되었다. 전후 독도문제를 가장 체계적이고 종합적으로 다룬 연구서인 『독도 1947』는 그간의 독도연구를 총결산하는 의미를 가질 뿐 아니라 저자 정병준 교수가 새롭게 발굴한 영국 조약 초안 첨부 지도의 역사적·국제정치학적 의미까지 포괄적으로 다루고 있는 만큼 내용이나 분량 또한 방대하다. 새로이 출간된 영문판은 1천 쪽이 넘는 기존 도서를, 영어 독자들이 읽기 편하도록 9장에서 7장 600쪽가량으로 편집, 축약한 것이다.

『독도 1947』의 출간 의의 되돌아보기

2005년 1월 주한일본대사가 독도는 일본령이라고 공개 발언해 국내 여론이 들끓었을 때, 2월 말 한 장의 지도가 모든 텔레비전 메인뉴스 첫 꼭지에 소개되었다. 이화여대 사학과의 정병준 교수가 미국립문서기록관리청 덜레스 문서철에서 발굴한 것으로, 영국 외무성이 완성한 대일평화조약 초안(1951년)에 첨부된 지도였다. 이 지도에는 독도가 명백히 한국령으로 표시되어 있었다. 이후 “발굴자로서 의무를 다했으나 연구자로서는 불편했고, 부족했다”고 느낀 정 교수는 본격적으로 독도연구에 발을 들여놓게 되었다. 독도연구 1세대인 이한기 교수와 2세대인 신용하 교수의 맥을 잇는 정병준 교수의 『독도 1947: 전후 독도문제와 한·미·일 관계』는 그간의 독도연구를 총결산하는 의미를 가질 뿐 아니라 그 자신이 새롭게 발굴한 영국 조약 초안 첨부지도의 역사적·국제정치학적 의미까지 포괄적으로 다루고 있는 만큼 내용이나 분량 또한 방대하여 무려 1,004쪽에 이른다.

『한국전쟁: 38선 충돌과 전쟁의 형성』(돌베개)으로 제47회 한국출판문화상 저술상과 2007년 우수학술도서상을 수상한 바 있는 정 교수의 이번 작업은 주변의 우려 섞인 시선들을 이겨내고 건강까지 상해가면서 완성한 것인 만큼 그 의의와 애착, 자부심이 남다른 면이 있다. “연구자가 되겠다고 결심한 이후 역사적으로 중요한 주제에 대해 회피하지 않고 정면승부를 거는 것, 그것이 역사학자가 추구하는 바이자 소망하는 바라고 생각했다”는 저자의 고백이 아름답고 미덥게 느껴지는 이유다.

이 책은, 출간을 계기로 향후 한일관계는 물론 한미일관계를 바라보는 인식의 새 지평이 열림과 동시에 한국이 좀더 성숙한 외교력을 갖추는 데 일조할 수 있기를 기대하며, 경술국치 100주년과 해방 65주년을 기념하여 출간되었다.


2. 왜 ‘1947년’인가

이 책에서 1947년이 부각된 이유는 이해가 독도문제의 주요 행위주체인 한국, 일본, 미국에 가장 중요한 인식·정책·판단의 출발점이자 중심을 이룬 때였기 때문이다. 첫째, 한국의 경우 1947년부터 독도에 대한 관심과 조사가 본격적으로 이루어졌다. 해방된 지 불과 2년 뒤였고 아직 정부가 수립되기 전이었지만, 남조선과도정부 민정장관 안재홍의 명령에 의해 과도정부 조사단과 조선산악회가 독도학술조사대를 편성해 독도를 조사했다. 1905년 을사늑약 이후 국가가 식민화되는 과정에서 일본의 불법 영토편입에 제대로 대처하지 못했던 한국인들은 완전 독립을 달성하기 전인 1947년 독도영유권 수호를 위한 본격적인 준비에 나섰던 것이었다. 다른 한편 독도에서 비롯된 한국인들의 영토수호 의지는 일본의 재침략 위협을 받고 있다고 알려진 파랑도에 대한 관심으로 이어졌고, 이는 일본의 침략주의에 대한 공격의 일환이었던 대마도 반환요구와 결합되었다. 즉, 한국인들은 1947년 이후 독도·파랑도·대마도를 일본과 관련한 영토주권의 대상으로 상정하게 되었던 것이다.

둘째, 일본의 경우 종전 직후부터 대일평화조약의 체결이 국가적인 중대사로 부각되었다. 1945년 말부터 일본 외무성은 대일평화조약 준비작업에 착수했고, 1947년이 되면 조약과 관련한 모든 내부준비를 완료하기에 이르렀다. 특히 독도문제와 관련해 일본 외무성이 1947년 6월 제작해 미국과 연합국에 배포한 팸플릿은 이후 독도문제와 관련해 결정적으로 중요한 자료로 활용되었다. 이 팸플릿은 독도와 울릉도를 ‘일본의 부속도서’로 다루었다. 나아가 독도는 한국 이름이 없으며, 한국에서 간행된 지도에 표시되지 않았다는 허위사실을 적시했다. 이 팸플릿에 담긴 허위정보는 1948년 이후 맥아더사령부, 미 국무부 등이 독도문제와 관련한 판단에 혼란을 일으키게 한 문서적 증거가 되었다.

셋째, 미국의 경우 1946년 하반기 이래 대일평화조약을 준비했으며, 1947년 초부터 조약 초안을 작성하기 시작했다. 특히 1947년 초반에 작성된 미 국무부의 다양한 초안들은 리앙쿠르암(독도)이 한국령임을 명확히 하고 있다. 즉, 미국은 대일평화조약을 준비하는 시작단계부터 리앙쿠르암이 한국령임을 명확히 했던 것이다. 1947년 국무부 정책기획단(PPS)은 미 국무부의 입장을 총정리하며, 조약 초안과 지도로 이를 표현했다(<그림 1, 2> 참조). 이러한 미국의 정책적 입장은 1949년 11월 주일미정치고문 겸 연합군최고사령부 외교국장이던 시볼드가 일본의 허위정보에 기초해 독도가 일본령이라는

어처구니없는 주장을 할 때까지 유지되었다. 이후 독도에 대한 미국의 정책적 입장은 천변만화를 겪었고, 대일징벌적이고 엄격한 원칙을 고수한 연합국들의 견해를 무시한 채 미국이 단극적 단독강화의 방식으로 샌프란시스코평화회담을 이끈 결과, 최종 조약문에서 독도조항이 사라져버리고 말았다. 이처럼 1947년은 전후 독도와 관련한 한국·일본·미국의 정책적 선택과 입장이 명확히 드러난 시점이자 전후 독도문제의 보이지 않는 출발점이었다. 1947년 한미일 3국은 각각 자국의 필요와 판단에 따라 제2차 세계대전 이후 최초로 독도에 대한 인식·정책·판단을 시작했으며, 한미일 3국의 표면화되지 않은 길항작용은 1951년 샌프란시스코대일평화조약의 체결로 일단락되었다. 이후 한국은 독도영유권을 확보하기 위한 전략적 선택지로 평화선에 독도를 포함시키며 독도에 대한 전반적 조사를 실시했고, 일본은 미국을 개입시켜 독도를 폭격연습장으로 지정·해제하는 책략을 구사했다. 내연되던 갈등은 1952년 1월 이래 독도를 둘러싼 외교각서 교환전으로 표출되었고, 점차 독도 점거 및 무력충돌로 번져나가기 시작했다.
